Mr Joe Panga joined NISIT in 2006 as a trainee electrical metrologist. Mr Panga has since completed a variety of training programs in order to establish an electrical metrology laboratory within NISIT's Measurement Standards Laboratory. In 2008, he was appointed to Senior Metrologist (Legal Metrology), which he held until 2014. He was elevated again to Assistant Director of the Metrology Division. Following the approval of NISIT's new organization structure, the division's leader was renamed Executive Manager for Metrology Division in 2017. Mr Panga attained certificate in Advanced Diploma in Governance (Leadership and Management) from the Somare Institute of Leadership and Governance (SILAG) last year (2024). In 2025, Mr Panga was appointed the Acting Director General for NISIT.

FUNCTION AND BACKGROUND OF THE OFFICE

The Director Generals Office administrate the institutions overall operation. The office is responsible for providing the top level leadership and support for NISIT Core functional Divisions of Standards Development, Metrology, Accreditation, Certification, Radiation Safety and the Corporate Services division and is the Chief accountable officer of NISIT. The Director General manage and direct the affairs of NISIT in accordance with the policies and directive of the NISIT Governing Council. In the absence of the NISIT Governing Council the Director General reports and assumes directive to/of the Minister of Commerce and Industry. The Director Generals Office is made up of the Director General and his support staff delivering its key services of providing overall leadership and Management in the operations of NISIT, Planning & Budgeting, Implementation, and Monitoring & Evaluating.

ROLES & RESPONSIBILITIES

Part IV Section 20 & 21 of the NISIT Act give powers to the Director General to Manage and Direct the Affairs of NISIT in accordance with the polies and directive of the NISIT Governing Council. In the absence of the NISIT Governing Council the Director General reports and assumes directive to/of the Minister of Commerce and Industry. The Director Generals Office is made up of the Director General and his support staff delivering its key services of providing overall leadership and Management in the operations of NISIT, Planning & Budgeting, Implementation, and Monitoring & Evaluating. Provides Secretarial (ex officio) services of the NISIT Council Meetings and Chairs the Management Committee (Mancom) of NISIT and all associated committees derived from the Mancom on an annual basis.
