Determination of Legal Status
Papua New Guinea Certification Services is a National Certification Body under NISIT. PNGCES is mandated through its role as a National Certification Body and is deemed a legal entity and is deemed as a governmental certification body in Papua New Guinea. Its legitimate status, objectives and functions is stipulated through the NISIT Amended Act of 2018 (formerly as NISIT Act 1993).
By reference to the NISIT Amended Act 2018 (formerly as NISIT Act 1993), the establishment and mandated objectives of PNGCES can be referenced to Section 4.0 of the Act.
By reference to the NISIT Amended Act 2018 (formerly as NISIT Act 1993), the mandated functions of PNGCES can be referenced to Section 5.0 of the Act.
Determination of Administrative Status
Under the administrative structure of NISIT, Papua New Guinea Certification Services is administered through the Certification Division of NISIT. The administrative and budget support is facilitated by the Certification Division and NISIT.
Determination of Professional Status
In staging its status besides being a governmental certification body, Papua New Guinea Certification Services aspires to the international best practice by conforming to ISO/IEC 17021-1:2015 and other relevant international standards in administering and delivering third-party audit and certification services in the “management system certification space”. This gives leverage to the professional standing of PNGCES as a certification body and as a pathway for accreditation and international recognition as a competent and professional body on matters of certification in PNG.
Certification Policy Deliverables
The 3 core policy deliverables based on the core functions of the Certification Division which will be administered by PNGCES are as follows:
- Management System Certification – Policy Deliverables
- It is the policy deliverable under the Management System Certification function to provide “management system certification” based on international and or national voluntary certification standards and declare conformity assessment by way of third-party attestation.
- Product Certification – Policy Deliverables
- It is the policy deliverable under the Product Certification function to provide “product certification” based on international and or national voluntary certification standards and declare conformity assessment by way of third-party attestation.
- Certification Standards Training & Promotion – Policy Deliverables
- It is the policy deliverable under the Certification Standards Training and Promotion function to provide “certification standards based training, education and awareness” based on international and or national voluntary conformity assessment standards to promote the relevance and importance of conformity assessment standards for adoption, implementation and audit purposes by users of conformity assessment standards and best practices especially for certification purposes.
