Organizational Service Profile

Papua New Guinea Certification Services

Papua New Guinea Certification Services is a National Certification Body established and operated under the National Institute of Standards and Industrial Technology (NISIT). The establishment of PNGCES draws from the Institute’s mandated roles and responsibilities “to develop various conformity assessment schemes” under its National Conformity Assessment Infrastructure Framework. Through this establishment, the service operations and the service deliverables of the Papua New Guinea Certification Services, under its certification programs are administered through its certification schemes. 

Certification Systems

As a National Certification Body, PNGCES is mandated to establish a Certification System. Under the Certification System, PNGCES is mandated to establish various conformity assessment schemes through which PNGCES can provide conformity assessment activities particularly the certification services to all organizations in PNG. Under the Certification Policy, its policy coverage mandate will include 3 Policy-Specific Deliverables:

  • Management Systems Certification;
  • Product Certification and;
  • Certification Standards Training

Certification Schemes

At present, PNGCES administers two Certification Schemes in the area of Food Safety Certification. The Schemes are namely HACCP Certification Scheme and ISO 22000 (FSMS) Certification Scheme. Under the Certification System of PNGCES, both Schemes are designed through an elaborated process comprising 6-Stages. Both Schemes are governed by the Scheme Certification Rules which stipulates the Rules and the Conditions for adherence on the part of the Clients when participating under the Scheme for third-party audit and certification purposes. 

The following active Certification Schemes administered by PNGCES are:

  • ISO 22000 (FSMS) Certification Scheme (Active)
  • HACCP-based Food Safety Certification Scheme (Active)
  • ISO 9001 (QMS) Certification Scheme (Development Stage)
  • ISO 14001 (EMS) Certification Scheme (Development Stage)

Certification Service Delivery Policy

Certification Service Delivery Policy is one of the key policies of PNGCES under its Business Plan. It is the corporate intention of PNGCES that PNGCES can offer and deliver third-party certification to organizations in Papua New Guinea. In articulating and defining the management and operational context of our certification service delivery policy, PNGCES has defined and established the “Certification System” which provides the overarching framework for the service delivery of third-party certification in Papua New Guinea.

Determination of Legal Status

Papua New Guinea Certification Services is a National Certification Body under NISIT. PNGCES is mandated through its role as a National Certification Body and is deemed a legal entity and is deemed as a governmental certification body in Papua New Guinea. Its legitimate status, objectives and functions is stipulated through the NISIT Amended Act of 2018 (formerly as NISIT Act 1993).

By reference to the NISIT Amended Act 2018 (formerly as NISIT Act 1993), the establishment and mandated objectives of PNGCES can be referenced to Section 4.0 of the Act.

By reference to the NISIT Amended Act 2018 (formerly as NISIT Act 1993), the mandated functions of PNGCES can be referenced to Section 5.0 of the Act.

Determination of Administrative Status

Under the administrative structure of NISIT, Papua New Guinea Certification Services is administered through the Certification Division of NISIT. The administrative and budget support is facilitated by the Certification Division and NISIT.

Determination of Professional Status

In staging its status besides being a governmental certification body, Papua New Guinea Certification Services aspires to the international best practice by conforming to ISO/IEC 17021-1:2015 and other relevant international standards in administering and delivering third-party audit and certification services in the “management system certification space”. This gives leverage to the professional standing of PNGCES as a certification body and as a pathway for accreditation and international recognition as a competent and professional body on matters of certification in PNG.

Certification Policy Deliverables

The 3 core policy deliverables based on the core functions of the Certification Division which will be administered by PNGCES are as follows:

  • Management System Certification – Policy Deliverables

    • It is the policy deliverable under the Management System Certification function to provide “management system certification” based on international and or national voluntary certification standards and declare conformity assessment by way of third-party attestation.

  • Product Certification – Policy Deliverables

    • It is the policy deliverable under the Product Certification function to provide “product certification” based on international and or national voluntary certification standards and declare conformity assessment by way of third-party attestation.

  • Certification Standards Training & Promotion – Policy Deliverables

    • It is the policy deliverable under the Certification Standards Training and Promotion function to provide “certification standards based training, education and awareness” based on international and or national voluntary conformity assessment standards to promote the relevance and importance of conformity assessment standards for adoption, implementation and audit purposes by users of conformity assessment standards and best practices especially for certification purposes.

Under the PNGCES Certification Services Framework, PNGCES has further established its portfolio of services. In general, under its portfolio of main services offered by PNGCES, the two main service streams under the “Management System Certification” of PNGCES are:

  2. Re-Certification Services

Fees and Charges of Certification Services 

In administering third-party audit and certification of organizations, PNGCES imposes its services fees and charges including all other associated costs of undertaking audit and certification.
