Christopher Mosoro graduated in Electrical Engineering (Power) from the PNG University of Technology, Lae in 1995. He also holds a Masters’ Degree in Management Studies from University of Natural Resources and Environment (UNRE), Rabaul in 2016.
His career path started with NISIT as a Scientific Officer/Engineer after he graduated from Unitech in 1995. He became a ISO/IEC 17025 Lead Assessor, trained by NATA, and promoted to Senior Engineer - Quality Assurance (PNGLAS) before leaving to join private sector in 2004.
Since 2004, he worked with several companies and government organizations in Engineering, OHSEQ compliance, Food Safety, Human Resources, Security and Properties. Much of his exposure was in the Agribusiness Supply Chain Sustainable Management System development, in compliance to ISO 22000, Codex-HACCP, ISO 9001, ISO 14000, ISO/IEC 17025, ISO 45001 OHS, Fairtrade, Organic, Rainforest Alliance, UTZ, 4C and Starbucks Certification.
With NISIT restructure for an Accreditation Division, Mr. Mosoro was welcomed back in late 2019 to head the Division.
BACKGROUND INFORMATION OF THE DIVISION
The Accreditation Division of NISIT is in-charge of accrediting Conformity Assessment Bodies in Papua New Guinea. The Division was recently restructured to provide for the increasing demand for Accreditation in alignment with internationally harmonized standards held by IAF and ILAC, through the regional body APAC.
The increase in demand is because of:
- Technical Barriers to Trade under WTO-TBT;
- Minimize risk in product and services certified by Conformity Assessment Bodies.
The Accreditation Division is set by an Act of Parliament of Papua New Guinea through NISIT Act 1993. The establishment of the Division allows for NISIT to voluntarily accredit and monitor all Conformity Assessment Bodies under the following international standard, but not limited to:
FUNCTIONS OF THE DIVISION
The Accreditation Division shall carry out the following functions:
i) Accreditation of Conformity Assessment Bodies
- assessment and accreditation of conformity assessment bodies, granting accreditation certificates to them.
- suspension, lifting the suspension and withdrawing accreditation certificates in accordance with the procedure established by Rules approved by the Accreditation Board. (see procedure for a) and b))
- monitoring ongoing compliance with the Accreditation Criteria of accredited conformity assessment bodies.
- providing information on accreditation procedures and the legislation governing accreditation.
- Maintaining a register or directory of accredited conformity assessment bodies.
ii) International Body Accreditation Compliance
- Liaise with APAC, IAF and ILAC on matters relating to Conformity Assessment Bodies;
- Maintain APAC MRA by having a Management System in compliance.
- Be a voice of PNG in forums or meetings relating to Conformity Assessment Standards
iii) PNG Government
- Provide sound advice to PNG Government on matters relating to Conformity Assessment Bodies Accreditation.
- Be an impartial Regulatory Conformity Assessment advisor to the government.
- Secure government budget to run accreditation services annually.
ROLES & RESPONSIBILITIES
- NISIT Director General: Chief Administrator. He ensures all Administrative matter of the division are given adequate attention and approval.
- Executive Manager: All the Operations matter of Accreditation Division, including approval for Accreditation, Suspension, Lifting of Suspension and Withdrawal of Accreditation.
- Accreditation Board- Impartial, Independent evaluators over Executive Manager’s operations decision.
- Accreditation Advisory Committee: For various field of Conformity Assessment Body accreditation, provide advisory role to each Conformity Assessment Body.
- Staff Assessor: these are lead assessors and assessors who carry out daily assessments of Conformity Assessment Bodies.
- Technical Assessor: a specialist assessor in the specific field of accreditation.
